Phantom USB Drive Issue

Having an issue with Phantom USB drives..
I have so many usb devices showing up in my device manager and under "Computer" that the computer will no longer accept any new drives. I have tried all of the simple fixes ie, uninstalling the devices in devices manager, but on reboot they always show back up. Any ideas? I'm totally stumped.

Any strange looking program names in Startup Folder, or resources running in task manager ?
