Question Ghosting on Philips monitorwith HDR enabled ?

Hello, I bought a new monitor and when HDR is enabled there's a weird effect when I move a window there are delayed shadows and highlights following it. Is this normal?

It's visible on the video, idk if it's called ghosting but look inside the window I'm moving, there's white hue following it

Do you have similar effect in web browsers also?
Or it's just in Geforce experience?
Could be Geforce experience specific effect.

Are you on Win11? I wonder if dynamic refresh rate as apposed to fixed has anything to do with it.

Yes it's in most programs with dark theme. Tried it in game and it's also present. It's only with HDR enabled. When I disable it everything looks normal.

I don't know much about HDR, was just searching around about HDR noise and colour banding and came across the above video.

Some points i got from there:

This new Nvidia app and improved HDR settings, but apparently only works on Windows 11.
Windows 11 apparently does better at HDR than Windows 10.
As for the monitor, it's hit or miss if it does HDR well or not.
