Looking for a new build for a photo editing desktop. Already have a monitor, but everything else (including OS) needs to be purchased. This is a machine that'll be dedicated to photo editing and just general home use. It won't be used for gaming at all.

Tending toward i7 CPU and 250-500GB SSD, but I'm open to any recommendations.

RAM is the most important aspect for Photoshop. For most users, an entry level graphics card like the RX 460 or GTX 1050 is more than enough. If you can, even look for 32GB RAM, or start off with 16GB now and look for adding another 16GB down the road.
