Question Photos show up BEHIND their folder

Old guy (82) trying to sort a giant folder of family photos going back many years. When I click on the icon of a photo, the photo appears behind the folder. This is new. I understand that updates can create their own problems and I've updated Windows and my graphics card drivers lately. In searching I can't find anyone with a similar problem - with apps, yes but nobody with the photos problem. Any ideas, experts?

I tried hard but can't seem to get a screenshot (or if I took one, I can't find it) and now my wife needs help with something outside. My problem is pretty simple:
1. The desktop
2. A folder on the desktop which I have opened to reveal a list of photos. If I click on the icon of any photo in the folder, the photo appears "in front of" the desktop but behind the folder's window.
Not long ago this didn't happen; the photo appeared on top (in front) of everything else.
I'm not a computer whiz; just need ideas on what might be the problem and what I might try to fix it.

I can't recreate that outcome.

Is it possibly a missed triple click?

It's been happening for at least a month. I'm almost learning to live with it, 'cept when I'm doing picture after picture as I was today.
I've thought about maybe I'm double-clicking or something but being aware of it, I know I'm almost always not.
Might it be a corrupted bit somewhere? Something in the registry (which I've never messed with)? THANKS for your efforts.
