Photoshop and general use problems, due to "lack of RAM"

I've recently recieved this message constantly upon opening photoshop CC, this has never happened in the past, and coincidentally, I was just looking to upgrade my RAM a few days ago. One of the webpages also runs incredibly slowly, but I'm not sure if that's down to the speed of ram I have.

I have 8GB of RAM which should be sufficient, so I'd appreciate it if you could tell me why this message is popping up

Does this happen after a clean boot? Don't know if you have a screen shot attached to your post and it's being blocked for me, but if no screenshot then post the exact error message and when it comes up. One website being slow is most likely the website issue, you can try clearing web browser temp files at your end to see if that helps.
