Physical memory left is to low

Ran performance troubleshooter and got critical warning on laptop, total memory 3.0 GB amount available 47 MB, solution says free up memory or increase memory with larger RAM, computer cannot handle the load, question why is it asking to free up memory if it manages the memory itself, what type of files or programs will free up memory?

closing programs will free up memory.

If you open up task manager and head to the "Processes" tab you can sort by memory use. Do you see any applications or services taking up tons of memory?

If you have not rebooted system in days then reboot the computer.

DO these things:
Reduce number of startup programs
Make sure a program/system service is not hogging up all memory in task manager
Scan compuer for infections wiht malwarebytes.

dwm.exe and explorer.exe top the list with 14,000k and 12,000k usage and I have no windows open other that task manager!

Those 2 only add up to 26MB, they're also required system processes. Keep in mind that Windows alone will take ~1-1.5GB just for itself, and the system caches your most frequently used programs and data. The cache will release memory as required.

Start with some basics:

Remove whatever AV your using and go to www.filehippo.com and download AVAST! or AVG and do a full system scan
Download Malwarebytes do a full system scan (AV doesn't pick up alot of malware)

Download and run SPECCY, copy and paste the first tab to tell us WHAT your computer is?

Did you install all Windows Updates? Including options except BING? Sometimes some slip through, it is BIG deal to check these.

Download and run Slim Drivers, this helps clear out miscreant little parts that sometimes DON'T get updated when we think we did. You don't need to reboot until you do the last update
