Physical memory usage way too high (32gb DDR4 Ram)

After someone installed tweakbit (speedtest) software on my computer, I have been having serious issues with my physical memory. I have removed the software as I instantly knew it was the culprit of the issue, but since then I have not been able to repair the damage it has caused on my gaming computer. For no reason the physical memory seems to flare up to 99% and crash any piece of software that is currently open.

I've checked the task manager, I've checked resource manager... I cannot figure out what is draining all my memory. Can I please have some assistance with this?

Hi guys, I'm on windows 10.

On task manager when I check the memory tab I have McAfee virus scanner, Chrome and Steam client bootstrapper at the top but they are not using more than 200mg of memory each.
When the memory sky rockets to 90-99% they are the processes at the top but they are not using all the memory.

I get the feeling that one of the pieces of software installed with tweakbit altered my memory/processes or something. Stupidly I allowed my dad to check over my computer when our internet wasn't running properly and he installed the tweakbit software and speedtest software owned by them thinking he might be able to resolve the problem. I was not at home at the time so didn't have a choice in the matter.

That being said before that software was installed (which I believe I have 100% removed now) my computer would never use up all its physical memory, not even playing high end games.

these are my current computer specs. I can't remember what brand the ram was, but it was a high end brand, probably hyperX
