Physical Power Button not Shutting Down on Lock Screen

I have a custom built windows 10 desktop in a Define S case. On the lockscreen the physical powerbutton does nothing but I can still shutdown the PC by holding the button. After logging in I can power off the PC with the powerbutton, but if I lock the PC then I cannot shut it down from the lock screen. From the lock screen I can still use the digital power buttons.

I don't know if anyone can help me with this, I've tried reddit too and received no responses. I'm happy to provide any additional information about this issue but I can't figure out why I can't shut down the PC with the power button on the lock screen.
