Except that when I sign up for an ISP, I'm allowed to use my bandwidth to the limit that I've signed up for. If my ISP's infrastructure can't handle that, its not my fault. They shouldn't oversell their infrastructure.
In your analogy, the semi would have to fit within one lane of traffic, since that is the law. Just as I get 25down/1up and I can't take any more than that. Now if the pipe was completely open and everyone could use as much as they wanted, then sure, you'd have a valid argument.
