Ping extremely high when certain computer is on

So this has been happening for months, and it's only getting worse. My ping is good when playing most games, yet when I have a certain computer in the house turned on, it makes my ping everywhere go from 80 to 300+. And it only happens when that one certain computer is on. Does anyone have any ideas why this could be happening? I'll be glad to receive any and every possible help.

Is that computer wired or wireless?

Is that computer serving as a storage device, media center, or other "dedicated" role? Is it sharing files for other devices on your network?

What programs are running on that computer when the computer is on? Is one of those programs "phoning home" and grabbing bandwidth?

Start task manager on that computer and see what is going on with it. Turn off whatever programs you can and see if the ping rate returns to "normal" for you.
