Question Ping Jumping CsGO CS 1.6 problem

i have a problem when i go into cs go to some server or in competitive my ping starts to jump abruptly and decreases normal ping is about 40-50 but suddenly jumps to 250-300 then it suddenly drops to 70 then again to 200 and then slowly returns to 40-50 i don't know whats the problem when i turn on some internet speed testing sites the same thing happens my mbps will be 9.9 and then when i restart it goes to 4-5 if someone can help i would be very grateful
