Ping vs FPS in online games

I know this question is asked a lot of times here. I play Rainbow Six:Siege at about 250 ping while everyone else in the match has less than 100 ping.

Now the thing is that, I get 20-45 fps when online at 250 ping BUT when I go offline Situations mode or a custom LAN game in which I am alone, I get 65-80 fps, maximum was 107 once.

So, I think this proves that ping really does affect the fps of a game, higher your ping, the lower your fps in an online game.
Does anyone beg to differ?

Ping is how quickly your PC talks to the host server. If you have a high ping then it takes longer to send and receive information. For an online game if your PC has to wait for information from the host, your game will lag.
FPS is how quickly your PC can render the game.
Therefore a very powerful PC will still lag in online games if there is a high ping.

If I'm incorrect about this please correct me.
 
I think what happens is that the network takes a longer time than others to relay the information to my computer and the longer it takes to receive or send the information, the more longer it takes for my CPU to relay the graphic rendering information to the Graphics Card. Due to this, the FPS drops down a lot and lags a lot. I think that's the explanation for the relation between the ping and the FPS.
 
What GPU do you have and what is its usage at? Usually a high ping results in stuttering and jumping. The most common example is that other players appear to teleport a small distance as the packets catch up. While it can look horrible, it doesn't usually affect framerate that dramatically unless something else is going on, but it does vary from game to game and how they handle it. Especially if it's part of how they handle cheat detection.
 
Talking about cheat detection, Rainbow Six:Siege does have a 3rd party cheat detection system, Battleye.
My GPU is a Zotac GTX 970 overclocked a little, +220 and +230 for gpu clock and mem clock respectively. It runs quite good when I am playing offline topping to 100 frames maximum, otherwise 75 average but when I play online at 250+ ping, the frame rate drops to 20-45 and lags quite often.
The graphs in MSI Afterburner don't show too much usage of either the cpu or the gpu, that's why I am assuming high ping is causing the frame drops.

You then have to include server FPS and TPS(ticks per second). There are times when the server itself will cap FPS. To further complicate matters your game is more heavily populated in an online environment than when you are offline.

Are you always connecting to the same server? 250ms ping suggests that you are connecting to a server very far away or you are using wifi. Which one is it?
