My hard disk has been damaged and the technician told me that placing UPS nearby CPU will damage Hard Disk due to its EMI. Is it correct?

Depending on the quality of the UPS, it's entirely possible, but unless the technician ran some measuring equipment around the UPS he maybe just giving you a "best practice" speech.

Depending how LONG you had that HD next to the UPS, you have the following options:

1. Heed the "best practice" speech.
2. U got a placement issue. The pair is been this way for a couple of years before the failure. OK keep it as is, just to be sure to keep a backup.
3. Same placement issue. Brand new HD. Ask yourself, do you feel lucky?

First time I hear this; I'm familiar with rack mounted UPS that have hard disk enclosures or servers installed right above a UPS. The failure rate of those hard disks hasn't been higher or lower than hard disks in enclosures that are further away from a UPS.
