Depending on the quality of the UPS, it's entirely possible, but unless the technician ran some measuring equipment around the UPS he maybe just giving you a "best practice" speech.
Depending how LONG you had that HD next to the UPS, you have the following options:
1. Heed the "best practice" speech.
2. U got a placement issue. The pair is been this way for a couple of years before the failure. OK keep it as is, just to be sure to keep a backup.
3. Same placement issue. Brand new HD. Ask yourself, do you feel lucky?
