I am trying to find some way to play planetside 2 on my current hardware. Specs are as follows:
Intel Core2 Quad q6600@2.4GHz
6GB DDR2@ 800GHz
XFX Radeon HD 4890
Dell mobo(xps 720 motherboard, no way to overclock non-extreme cpu's)
Is there any way to get more performance to run the game at playable fps, or will i have to get more hardware/a board and psu capable of overclocking that q6600? I also want to point out that budget is fairly close to $0. Any help is appreciated, thanks!!

you can play it low settings.... Ive played planetside 2 on a core i3 laptop with hd4000 gpu LOL.

Also the game is super unoptimized. Im having problems with it on my i7 920 Oced to 4ghz, my fps drops to 30 and says its cpu- bottlenecked..

Planetside 2 is by no means a friendly game for PC hardware. You should be able to run it on low at 30fps with nothing around, dropping on major battles though hard. My rig can run it on medium with 75% render quality. It is extremely demanding, so dont expect much. It is still fun at any settings.

Thanks for the quick reply. I have it set to lowest possible res and graphics settings, and average about 14 fps. I am thinking about trying a cpu mod to increase the fsb and get it to 3GHz on the locked board. Do you think that would be worth my time or should I go for a better computer overall?

THe planetside 2 developers are planning on focusing on optimization for the game and stopping all new content updates until optimization is better. So you might have to wait it out a bit until the game is patched.

That is a misleading statement... They are not stopping new content, in the form of weapons or maps, just slowing it down a bit. The optimization they are working on is by no means going to make the game playable. It is going to take likely over a year for them to be done with it, and it is not going to say double performance. It may be 10-15 fps at most. (Source SOE@E3 Speaking to one of the lead devs.)
