Planning to upgrade my PC need help

You could benefit from a GTX1070, but it is not necessary unless you are unhappy with your current performance. I would probably wait for now on the video card upgrade. Adding 8GB RAM wouldn't hurt at all.
What do you use your PC for ?

Can't see why you'd upgrade CPU (i5-4590) or Video (gtx 1070) for 1080P gaming.

How is your monitor? Upgrade to a pair of Monitors?

An SSD would be a nice addition. 500GB Samsun EVo for $130-180US. I paid $130 a month ago buying from amazon. Prices move around a lot.

Your monitor is " up to 144Hz, 3D Vision Ready" running at 1080P. The GTX 1060 will drive it fine for everything except VR. In a year or tow when you go VR you'll want to think about Video upgrade. The 1060 will drive VR fine at min spec.

Adding 8GB will not help you at all. Most games run fine in 4GB, the rest run in 8GB no problem. You already have dual memory channel going for you with the 2 X 4GB dimms. Having more memory than needed doesn't help, it just sits there caching disk data. Eventually you'll want 16GB, but by then you will be on a DDR4 MB instead of DDR3 so any memory you buy now is throw away. That said, 8GB DDR3 is really cheap and buying it won't hurt your system. If you look at framerates before and after they will be the same.
