Question Playing the new CoD and my 0.1% lows are running at 22fps

Been noticing hard stuttering on certain games, especially noticeable on the new CoD. Been seeing huge spikes in my frame times and I need help on how to fix this. I have looked at benchmark videos on YT with similar hardware to mine and they are getting much better 0.1% and 1% FPS values. I am running at 2560x1440p and getting a good average fps.

PC Specs:

GPU: RTX 3080

CPU: Intel I7 12700k

RAM: 16GB 3600Mhz

PSU: 750W Platinum

Don't use YT videos as a definitive source for system comparison. Way too much creative story telling to be considered truthful.

Are you overclocking anything (CPU, GPU, memory)? What are your CPU and GPU operating idle and loaded operating temperatures?

All you main drivers current?
