[SOLVED] PLEASE HELP!!! CPU and DRAM light are on

I'm trying to build my first pc and I'm stuck and have no idea what to do. Both the CPU and DRAM lights on the motherboard turn on when I try to boot the pc. I've switched out the motherboard. the ram, and even the CPU and the same thing happens. I have tried looking for a solution online but haven't found anything. PLEASE HELP!!!

Specs:

Motherboard: B450M Bazooka Max Wifi
CPU: Ryzen 5 3600
Ram: corsair vengeance lpx 32gb
graphics: radeon 5700xt
