I would probably say it is a BIOS issue as well. Put the other CPU back in and see if it works, if it does you can update the bios. I'm not sure upgrading to an i5 3450 is worth it though since both CPUs are EOL.

All i know about this motherboard
Since it is a Dell OEM motherboard I am not sure now. You may have to wait until someone else replies to this thread, because without more information about the specific system and the fact that I am not knowledgable with dell motherboards, I cannot help much more. The Dell motherboard may also not allow you to upgrade the CPU.

Dell's (HP's etc.) are NOT designed to be upgradable. You will have to check with Dell to see if your chosen i5 was ever available in that specific model. If not then no upgrade. You need to know what specific model Dell this motherboard came out of as knowing the motherboard part number is not enough. You will also have to check the available BIOS updates for that model as some require a specific procedure be followed. You must follow the instructions exactly as presented or you will brick the motherboard.

you could try this bios by using the previous cpu

however it should be noted from what ive dealt with dell motherboards they are white listed to parts

usually meaning ivy bridge may be locked behind a dell wall.

you can try the bios upgrade but from what ive researched online the max anyone ever got with that board was a i5-2500 sandybridge
