Please help me, my pc runs at 10% its normal fps when i start it up

I dont know why but when i startup my pc and juanch any game my pc plays it at 10% the frames it should have for like 10-30 mins and when i hear a fan start to work in my pc the frames go up back to normal. Please help, i have a hp pc with a gtx 745 a intel core i5 6400 and 12 gb of ddr3 ram. Thx

Download and install MSI Afterburner, and set a manual fan curve for your graphics card. Also check CPU and GPU temps and usages while playing a game.
