Solution
if the option exists, always install games to ssd (do not fill the ssd past 110GB to allow decompression space)

you can try changing the game compatability mode to see if that helps, but a big advantage would be for a matched/pair of RAM, single RAM not very good for a ryzen .... this is ryzens flaw.
check game compatability mode ... right click game.exe and see if a compatibility mode is being used.

you have only 1 x 8GB ram? or 2 x 4GB ram? a pair/match can be faster than just a single.

ensure your SSD has at least 12GB free (thats 10% of its max) to allow windows to de-compress files without the need to page.
your pagefile is on ssd? or on hdd? on ssd is faster, but reduces drive life.

you shoudl use a program like HWmonitor to check the temps of cpu/gpu to ensure they are not thermal throttling. (as suggested by kenton)

does the stutter apply to all games, or just 1-2?

Games like
Wrc7
Gta5
Car Mechanic 2018

Drivers are up to date!
Everytime i go driving in Wrc 7 then allmost from start its going to stutter. Sometimes it goes away but sometimes its bad.
Cpu temps are all normal!

game is installed to hdd. In ssd i have 98gb from 128 free so thats not problem.
Should i intall game in ssd???
I have onli 1X8 gb ram
compabiliti mode is win8 for Gta

Ok, so you are in the middle as far as the requirements go for that game. Have you tried lowering the graphics detail level and disabled the antialiasing? This can boost the performance somewhat. Also, as SoggyTissue quite rightly says regarding your SSD, they do start to loose their performance once they reach +50% and continue to get worse the fuller they get.
I would also check the RAM situation that Soggy mentioned. Single / dual channel can play a part.

Ok i have lowered the graphics and tried again and it still makes it sometimes. So mutch less but still sometimes!
Antialiasling-FXAA is off.
Ok i think i have to change game spot from hdd to ssd then i try again!

unfortunetly right now i cant change ram because i just brought 1x8 ram so in other time i buy 2x4 so that could make it faster?

yes latest drivers! ok thats good to know and when i buy 2x4 ram i hope that fixes it.
thank you!
