Please help me with PC build for gaming and video editing

Hello, I again need some help, month or 2 ago I asked here and people said to wait for price drop when gtx 1000series come out. They dropped and I already got some decent laptop which can be used when I change places.
Still I need a decently fast budget PC, I started working as editor for youtube channels, I work in Adobe CC software like Premiere Pro, AE, Photoshop etc.
I also myself like to play games to time to time.
My budget is maximum 800$ but problem is that prices in Serbia are much higher than in US, also importing isn't solution since taxes are really high.
I already researched market and got few different setups so I just need someone who has better knowledge to say which one should i take, and which will be the easiest to upgrade in future.
Note: I will not mention storage since I will use ones from old PC(1 HDD and 1 SDD)

First option is FX-8300 with GB 970 UD3P mobo, Cooler Master Evo 212, GTX 950, 8 gb ddr3 and probably Chieftet 600w PSU.

2nd is i5 6400/6500, MSI H110 Pro-D, GTX 950. 8gb ddr4 and cooler master 500w B2 serier.

3rd option would be i7 6700 with same parts like last one just changing GPU to gtx 750ti.

So few questions that I have:
Which one is fastest at rendering(I would probably OC fx-8300 to 3.8)?
Is speed difference between 6400 and 6500 worth that 30$ if I will upgrade it as soon as I get money for more expensive options?
Which one will be easiest to upgrade in future?

2. Yes. 6400 is 2.7 GHz and 6500 is 3.2. That's a 500MHz speed you'd be missing out on.

3. The easiest one to upgrade is both 2 and 3. Neither are any harder to upgrade.

I know it is like $15 over-budget, but the better GPU will make a huge difference in gaming, and you can upgrade to a i7 later.
 


I don't need it for gaming as much as for editing, since Adobe software requires CUDA I need NVIDIA gpu for many features.
By the way, I see that you included CPU cooler, do you think that it is needed if I go with 6400/6500 or factory version is enough?
 


I mean I already saw few setups that stores in my country offer in my budget range, if you just know which one of those would work best in my case that would help me a lot
