Some simple advice to start.
Is the system getting power? Check to make sure all power plugs are plugged in.
Is the auxilliary power connector connected to the video card?
Is the video card/ram/pci cards firmly seated in the slots?
Is the monitor plugged into the video card?
Also, you can check the mobo FAQ for help.

Is the computer emitting any beeps when you hit the power button? Also make sure that the RAM is properly seated into the slots and the HSF is plugged into the CPU fan header.
Please list your complete system specs - including PSU and operating system.

Do what Over_c and rugger recommended and if everything is up to par do this:

Unplug the power cord that's connected to your power supply.
Open the case.<font color=red>Before you start touching things ground yourself to the case and stay grounded. A finger on one of the PCI slot mounting screws is enough.</font color=red>This prevents ESD(Electrostatic Discharge)
Look at your mobo. Next to the lithium battery are two pins. This is for clearing CMOS. They should be marked JP1 and JP2.
Make sure that power to the computer is disconnected. Some PSUs even have an OFF switch in the back. Turn it off or to 0.
If you short this out according to your manual. Then you'll be able to set your BIOS. On mine it's 3 seconds.
Some boards need a minute or more.
If you used a jumper to short the two pins, remove that jumper before you power up.
After that plug-in the power supply and turn the computer on.
You should hear a beep beep. The computer is telling you that there's something you have to set in the BIOS. Once the computer POSTs you'll see either press the "delete" key or "F2" depending on your mobo. After pressing that you should be in the BIOS.
Start by checking the date, then making sure that all your IDE devices are present. Some mobos have the option of hitting F2 and it'll automatically find your devices. Go to your BOOT section. Your 1st boot should be IDE0, then CD-ROM (RW or it could be DVD), then last but not least if you still have one, your FDD. While your in that section turn off floppy seek and boot from other devices.

Which BIOS is on that mobo? Those the right codes? Just in case this site list the <A HREF="http://bioscentral.com/beepcodes/awardbeep.htm" target="_new">Beep Codes</A> by the specific bios mfr (upper right hand corner has links).
