Question Please help. New build, 6700XT no video output

GPU: Sapphire Pulse 6700XT

CPU: Ryzen 7 5700X

Motherboard: Asus Rog Strix B550-F Gaming WIFI II

BIOS Version: Newest

RAM: 32GB Silicon Power DDR4 3200 RGB

PSU: Corsair RM750E

Case: Corsair 4000D Airflow

So I put everything together and get NO DISPLAY from the video card, in hdmi or displayport. Completely black, no bios post screen, nothing. Tried reseating the GPU, checked power connectors. Am using two seperate connectors from the PSU, not daisy chaining. Messed with it for hours. Used the bios flashback to update to the newest bios for the MB, still nothing. Also removed everything from the case and set it up on the MB box and plugged it all in, still nothing. Oh the MB stops on the white (VGA) led

So I have a very old PC I build back in like 2009 that has a Q9650, gigabite GA-EP45-Ud3p motherboard and Nvidia GTX 260. 1000w PC power and cooling PSU in that one, anyways I put the GTX260 on my new asus MBoard and it posts fine, can get into bios etc. Obviously cant get into windows as I have not installed OS yet

So I took the 6700xt and put it in my old system to see if it would work, not sure if a GPU that new would even work in that old of a system correctly or not. After installing it into that system and taking out, reseating etc several time I finally got to the bios screen with the 6700xt in the old pc. OF Note, on the MB splash screen on the old PC, it did not show the graphic, just some artifacts and blocks, but when I hit del to go into bios I could see the bios screen perfectly. Took it back out and put it back in, same thing. Artifacts on the splash screen but I could get into the bios. Went to bed as it was 3am. When I came down here this morning and turned the PC back on, had not removed the 6700xt or changed anything since last night when it did get into the bios before I went to sleep. Anyways, nothing. Black screen again. I have tried reseating into the old PC a few times since, nothing. Tried it in the new motherboard again, nothing.

So, that is where I now stand. Is it most likely that it is a bad GPU? I have already chatted with Amazon and they are gonna send out a replacement, but I would like to know if any of you guys have any suggestions? In case it is not a bad GPU?

I did clear cmos, both by taking battery out for 10 min and by shorting the pins. I also tried with 1 stick of ram, that was before I tried the old video card. If it was a ram problem wouldnt it be a problem no matter which video card I tried?

What do the motherboards Q-LED's show when you boot?
Have you tried booting with the video card in the 2nd x16 slot just to see if you can get to the BIOS?

The QLED gets stuck on the white light, which is GPU. Yes, I did also try the 2nd x16 slot, nothing out of that one either.

The monitor I am using for testing is an older acer monitor, probably 6 or 7 years old, maybe a little older. It does have HDMI ports. Is it possible the graphics card has some sort of trouble communicating with the older monitor? I can plug my laptop into the monitor and it works fine, also works fine with the older GTX 260 graphics card, and I did get the display to come up for bios with the new video card in the older PC once, as I said in my post earlier, although there were artifacts and blocks on the splash screen, cannot get it to come up now in either PC.

It should work. What is the name of your monitor?
