Please help: New GPU, can't access bios and PC takes an age to boot.

Hello, to anyone who takes the time to read this, thank you. I'd be eternally grateful to anyone who could help.

Installed a new GPU, now my pc with OS on ssd takes forever to boot and I cant access bios. Locked out at bios splash, I get a single beep from my gigabyte H61m-ds2 mobo.(which from what I've read is "system ok"), except that i get three of them with about 30seconds between.

I uninstalled old drivers before installing the new ones.
Tried flashing bios.
Tried my old gpu and everything went back to normal. (but i cant play the witcher 3 on my hd5770 ;)
Haven't tried reinstalling OS.

System specs:
-i3 2120
-corsair cx430 PSU
-Gtx960 asus
-8GB ram
-Gigabyte GA-H61M-DS2 Mobo

One possibility raised somewhere was that my PSU might not be up to the task, everything seems fine though, how best to check? What else could I look for?

Unfortunately I have exactly the same problem (and I am not alone in that, a lot of people with different older motherboards with old BIOS are not compatible with new GPU cards, some load Windows after a few minutes other don' t do even that) and it mostly happens because your motherboard does not recognize your newer graphic card and if there is no BIOS upgrade that would solve that, I am afraid there is no solution.
I searched the net for any other solution, but the only success some people had was BIOS upgrade. I already have newest BIOS which is a few years old.
So I am currently living with this delay at startup, after computer loads everything works fine.
My symptoms:
- takes forever to load around 2-3 minutes until Windows starts...
your power supply is pretty low, that could be a factor. will it boot with out the GPU plugged in? try booting with out the GPU in, and then setting the BIOS to use the dedicated card over the on board graphics whenever possible. this could be listed as PCIE versus on board or dedicated card versus integrated.

- there are 4 beeps and shows a "Y" at the end (I guess it depends on the motherboard)
- BIOS is locked, if I try to access it, it looks computer completely and even windows does not start at all until I reset.
- BIOS reset does not help
- changing settings for starting with non-integrated graphic card in BIOS does not help (change made with older card that allows access in BIOS)

I'm having the same issue with an MSI G46-970 and a GTX 970. It works, but it's really frustrating for windows to take 3 minutes to load from a SSD. It's not a power issue (works with much more power hungry cards and does the same thing trying two different power supplies). My bios is up to date, as are all of the drivers. I've played with about everything I can. The only thing I can think of to do is get a different mobo as soon as I'm up to swapping everything out of my rig.
