Question Stuttering in games on new build ?

I've been a console gamer my whole life but finally made the switch to PC. I built my PC over the weekend using video guides, but I'm encountering some issues while gaming. For example, in Black Ops 6, the packet loss (burst) indicator keeps showing up, there's stuttering every few seconds, and the FPS fluctuates (43-315), making the game unplayable. I've confirmed that my BIOS, GPU, and CPU chipset drivers are all up to date. I've also enabled EXPO II for the RAM and Precision Boost Overdrive for the CPU. Despite tweaking various settings, I haven’t been able to fix the issue. Hoping someone with more knowledge and experience can offer some potential solutions. Thanks!

For the sake of relevance, can you state what BIOS version you're on for your motherboard? Is this issue confined to Black Ops 6? If you look around there are people who state that the game is somewhat buggy. Out of curiosity, did you install the OS in offline mode? If you let the OS download and install all necessary drivers, that might be your issue.

Use DDU to remove all GPU drivers(Intel, Nvidia and AMD) in Safe Mode, then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.
