Question Please help, PC slowness/stuttering +

Hey, so I recently built a new PC (around a month ago) and now I'm beginning to experience stuttering while watching videos and playing games, I sometimes even feel the stuttering when going through tabs etc. I've tried resetting my windows and reinstalling it all. I'm starting to think it may be a hardware issue which is pretty scary if so. Please help if you can.

one thing I noticed, when my game stuttered, so did the video simultaneously

yea I was watching both on different monitors, temps are fine across the board. Ive only used 74gb of the ssd. My memory usage is at 79% however, so Im guessing that's where the problem lies?

update: I had my cpu and ram overclocked, changed them back to default and im still getting this stutter. Its happening every 10secs <>, help will be rlly appreciated.
