Last week my PC wouldn't post. The fans would spin, the lights would turn on, but no image would appear.

So I thought it was my GPU because my GPU had already been repaired. Bought a 4070, didn't work.
So I figured it was the motherboard. I was going to upgrade soon anyway, so I got a new PSU, a new cpu and a new motherboard
I went to turn it on for the first time without the GPU, VGA light turned on.
I tried my wife's ram modules and they didn't work either (they're working on her computer right now)

Current build:
i5-13400
Motherboard - MSI mag b760 tomahawk WiFi
32gb vengeance ram Corsair (got two 16gb modules)
PSU - rm750x shift by Corsair

The box on my motherboard says there's no need to update bios for 13th gen CPUs.

My previous build was an i7 10700kf, an MSI z490 gaming wifi edge motherboard, and an EVGA 750w PSU.

Please help, I have a job to do over the weekend and I was already freaking out because of the deadline as it was. The parts finally got here and now I don't know what to do.

First issue probably was the graphics card, difficult to know without an igpu.

Second issue now, completely new build, was your previous Evga psu modular and was any of those cables reused? Ie pcie supplementary power cable or did you swap those out for Corsair? If you did reuse Evga cables that's a big nono.

Your cpu has igpu, have you tried that at least?

Does motherboard box say it is 13th gen ready?

It was modular, but since this PSU is the new kind, the type 5 one, I couldn't reuse the cables even if I wanted to. But no, I only used the Corsair cables.
I've been trying with igpu since the first time it didn't post.
The box does say it is 13th gen ready.

Is that still the case now? With graphics card removed? Igpu is usually disabled when a discrete card is installed. If igpu works without card in there, double check 12vhpwr plug to the card is fully in no slight gap.
Yeah, GPU not seated at all. The PSU cable is still connected to the PSU, but the GPU is not seated at all. Still VGA light is on

I can't think of any specific reason why igpu won't work, it should be. I wonder if vga light being on is misleading. Check memory is fully seated, they sometimes can be stubborn thinking they're in completely but not. Check all power cables to and from psu since they're modular, cpu 12v, ATX etc. And check video cable to motherboard isn't being blocked by anything, the shroud can be quite large with some cables.

One thing I should mention is that my mobo has two places to put the CPU cable. I tried
I hate to suggest it, checking for bent cpu pins :/
How do I check for that? Is it obvious? I was EXTREMELY careful putting the CPU in, and I've built about 9 computers in the past 5 years (mine and friends/wife's)

What type/gen ssd is it? Assuming it's an M2 and in top slot?

If gpu still doesn't work with ssd disconnected try force pcie gen to 4 instead of auto using igpu to do that and see what happens.

No, it's a SATA SSD.
Ok, will do!
