1. Have you 1.1.1.1 typed into your modem as the preferred DNS?
2. Have you manually entered the dns into your network/adapter settings on your PC?

i will try but for now i'm unable to set my modem dns, and tried other dns with no success, actually i use cloudflare one for speed, but is there way to set my dns 1.1.1.1 and change automatically to original one if website unreachable? i mean auto change between clould flare and my original dns

You can set DNS on a specific device (PC, phone, etc). You don't HAVE to set it on your modem.

look at ipconfig /all. Make sure the DNS set there is your preferred one and not the router IP.
Also check that your browser does not have any dns settings it will over ride the one on the nic card.

1.1.1.1 or 8.8.8.8 should always be the fastest. It is also not very likely they do not know the web site. You can use backup DNS entries but it will only use the second dns server if the first does not respond. If the first says does not exist then it will not ask the second. Again is not likely you get a does not exist response.

Every Windows PC (server or desktop) has a DNS client service built-in, every time when the PC have to resolve a domain name it will do a dns query.

Unless a DNS server is completely unreachable like server is down or not responding at the moment (slow respond does not count), the following is how it works. It depends the priority and rotation.

https://learn.microsoft.com/en-us/previous-versions/windows/it-pro/windows-server-2012-r2-and-2012/dn593685(v=ws.11)

But actually hosts file query is not even mentioned here. Windows hosts file (located C:\Windows\System32\drivers\etc\hosts) actually will be looked up first. (Well, forgot whether if dns client cache is before hosts file)

DNS is a very, very complex system, I can't even say I'm an expert.

Host your own dns server then if you don't trust public dns. Open source Technitium DNS server can be installed on your Ubuntu desktop PC. When you set it up, your PC will query it first before going out to public dns. It's got very easy user interface. You can see what's cached, you will be surprised how many dns queries must be made when you visit a website.

Sometimes it could be ISP network having problems, not really public dns's problem, however. It's hard to tell who's at fault, too.

one line installer for Technitium

curl -sSL https://download.technitium.com/dns/install.sh | sudo bash
