Please help with XAMPP

I hired someone on the web to create a website for me which can be modified and managed dynamically, with a control panel for administration.

He has delivered me the project , which is a zip pack of files. he told me to install XAMPP and run it, while copying all those files into Htdocs under XAMPP directory. Now I have installed XAMPP Control Panel and followed his instructions, but it doesn't work too. I don't even find out the control panel.

Would anyone please kindly let me know to install the files that supposed to be workable with XAMPP and run it??

xampp is if you plan on hosting it yourself or for dev work. you need prob need to export any sql databases and upload everything else to your host.

I don't have a hosting server now at the moment, but I want to test it out the website...
