I am getting microstutters anywhere from 1% to 30% in every game I play minus a select few that either i cant notice or it just doesnt happen. I tried two gpus, new ram and repasted with my bios and chipset being the latest I can get.

5800x3d
7900GRE sapphire nitro plus
32gb ddr4 3600mhz ripjaw
corsair rmx850
x570 plus wifi
 
Also, is your SSD in the m.2 slot nearest the CPU or the other one?
its not in the one nearest the cpu. when I first got the motherboard I believe it had the heatsink over the one near the pcie slot for the gpu so I went with that slot since I thought that was the best spot because of the heatsink being there
 
I would try moving the SSD to the other slot. That is the primary slot and interacts directly with the CPU. The other one (one you are using) shares resources with the the PCIe slots.
I moved it and it didnt seem to make much a difference though I did do a prime95 stress before moving it to get the paste soft so i didnt rip the cpu out of the socket like I did before and I noticed in amd radeon monitoring thing that the usage of the cpu would go from 100 to 40% usage then back up to 100 and downclock to 2.4ghz then back up to 4.4ghz
