Please keep it to 1 thread
I am getting microstutters anywhere from 1% to 30% in every game I play minus a select few that either i cant notice or it just doesnt happen. I tried two gpus, new ram and repasted with my bios and chipset being the latest I can get.

5800x3d
7900GRE sapphire nitro plus
32gb ddr4 3600mhz ripjaw
corsair rmx850
x570 plus wifi

What CPU cooler are you using? What are you overclocking (CPU, GPU, memory)?

What are your typical CPU and GPU temps at idle and under load?
so Im using the peerless assassin 120se and Im only overclocking gpu and I guess ram with xmp? Im not sure if running it at its rated speed is considered overclocking or not and I also have my cpu undervolted to -25 right now since I got a whea logger on cores 0 and 2 at 30 and I even got a whea logger at stock on core 0 and typical temps for idle are 40-50 for cpu idle and 40-45 for gpu idle with 60-70 being under load for cpu and 50-60 with gpu under load

So I have been monitoring my games with amds built in monitor thing and the stutter rate is very high almost all the time in most games with the %1 lows being anywhere from 20-80

Specs
CPU : Ryzen 5800x3d with a -25 on pbo though it did crash with nothing on it on core 0 and crashed on core 0 and 2
GPU :7900 gre with a 2803 mhz as the max and 2400 memory overclock with 15% power limit
PSU: corsair rmx850
RAM: 16x2 ripjaws running at 3600
Mobo: X570 PLUS WIFI
SSD: Samsung 970 evo

cpu temps are 50-70 and gpu is 50-60 with 30-50 at idle for cpu and 40-50 at idle with gpu

EDIT: Im on a 27 inch 1440p monitor and cap my games at either 90 or 144fps and my cpu has never hit max load in any game ive run and my gpu sits at 40-99% depending on the game

Second edit: I also have updated my bios to the latest with my chipset drivers being the same, Ive disabled ftpm and sam and reset my cmos and bios settings with no change

Set everything to stock speeds, no OC, no undervolt, no XMP. Verify that your CPU cooler is fully tightened.

Need to see if your system performs differently when completely stock.
so I set everything to default and its still the same pretty much, It did seem maybe a little better? but its still there and I cant tell what makes it stutter. I tried 4 different things which were star wars jedi fallen order and it seemed fine but whenever I went to a new area or something new popped up then it would stutter and frames would drop, elden ring stuttered when teleporting to a bonfire and a little bit into the area and no mans sky would stutter whenever id run for more than a few feet in the game then even out and do it again then I tried unigine haeven benchmark and it stuttered in the same places it did before

Unless it is failing the 970 evo would not be an issue. I have no reason to believe it is failing, but if someone can recommend a method of checking to see if this device is reporting errors, then this would eliminate a possible cause. I just don't know on Windows what software to use.
Ive tested my ssd with windows software and samsungs own and they both said it was fine

Fully tightened? Not just snug?

The symptoms you described are often heat and/or power related.
I ran elden ring for a minute and then no mans sky and I got this
