Please review my ~$900 gaming build

Hi guys, been looking around the site for a while now soaking up as much information as I can - and I really appreciate everyone's help. I'm finally starting to order parts, but I'd like one last review - especially like some input on the GPU.

The GPUs I'm considering:
Sapphire Radeon R9 280X 3GB Dual-X ($270)
Gigabyte Radeon R9 280X 3GB WINDFORCE ($300)
HIS Radeon R9 280X 3GB IceQ X² ($330)

PSU: (for some reason it's not on PC part picker?)
SeaSonic M12II 750 SS-750AM2 750W ATX12V / EPS12V 80 PLUS BRONZE Certified ($100)

Also, which CPU cooler should I get, if any? the 212 EVO, or a watercooled one?
 
Well first of all for the GPU, the r9 280X Dual-X is good for the price, but I would go for one with a better cooler like the windforce. For the PSU you can get the Supernova G2 750W for $85 right now with a rebate, so go for that, it's a GREAT psu. You're getting an unlocked processor, so definitely get a cooler, the hyper 212 evo is good. If you don't want to overclock then you won't need an cooler, but you should also get a 4690 and an h97 board instead.
 
The 212 Evo is a decent cooler for a mild OC, if you want a larger OC then the Noctua NH-D14 is great. The EVGA G2 PSU is a great deal and will be better quality than the Seasonic MII12, the EVGA G2 is closer to competing with the Seasonic X series than the MII12 series (the MII12s are great too, its what I have in my PC).

You would be totally fine with the 280x dual-x, windforce if you plan to OC the GPU a bit more.
 
I'm not sure about overclocking, but Micro Center has a nice bundle deal on the 4690k. And I'm leaning towards getting the windforce, it seems.

Is the EVGA really better than the Seasonic I posted? I figured Seasonic was considered one of the best?
