Please tell me if my computer outdated and if there's a need for upgrade.

Here's my system specs:

-Asus P5KPL-AM/PS Motherboard
-Intel Pentium Dual Core 2.8 GHZ CPU
-4GB DDR2 RAM
-500GB Seagate HDD
-Radeon HD 6670 1GB DDR5 GPU
-Windows 8 Pro 32 bit and Windows 7 Ultimate 64 bit OS's
-350W SMPS/Power Supply
-Samsung SyncMaster B1930 Monitor
-No external soundcard ; Using OnBoard

Tell me how do I upgrade it so games can run quite smooth on the lowest settings available. Most of the games now have started to lag on my pc.

It's pretty far out-of-date, however, upgrades depend on the budget. The cheapest upgrade would be to update BIOS to the latest version and get a Core 2 Quad and put it in there. You can find several models on eBay. CPU support list:

Otherwise, you would need a CPU, motherboard, RAM and probably a PSU.

most on here will tell you to scrap that old PC, i'll offer an alternative.
your mobo supports core2quad CPU's. All of'em. Find a decent used one on ebay, pretty cheap and around 3ghz. if it doesnt come with an HSF youll need to buy one.
pick yourself out some similarly clocked/volted/sized ram from newegg for a total of 8gb (keep ram in pairs, never odd numbers 1,3,5,etc). then get yourself a radeon r9 250, a decent psu (400-500w decent brand is more than sufficient), a decent SSD to install win7 64bit on.
that upgrade should keep you good for a few more years considering the native resolution of that samsung monitor

...and maybe a couple extra case fans, too.
