I've had this plex server for a few months now and I have been having a weird problem where my C drive will fill randomly. Restarting the computer will usually reset the drive. After using both WinDirStat and TreeSize I found out that it is a windows temp storage file with the name of "etilqs_NFSntp6s5fJpxR9". I have ran a windows defender scan as well as a malwarebytes scan and both come back as clean. Also the file is being used by "Intel(R) System Usage Report

Specs:
Intel Arc A380
Ryzen 5 5600G
16 GB DDR4
1TB SSD (Sabrent) - Also the boot drive
12TB HDD For media.

Files by that begin with "etilqs" are created by SQLLite.
I would turn off intel system usage, now called Intel driver update utility, and then delete the files.
This says you can uninstall Intel Computing Improvement Program to completely get rid of it -- https://community.intel.com/t5/Graphics/Intel-R-System-Usage-Report-uses-a-ton-of-CPU/td-p/1592284
