Question Plugged in 2 old PCI-E video cards but there was no monitor response.

I've almost never used video cards before. Should there always be something going to the monitor, at least at 640 x 480? I tried both the DVI and VGA outputs and set the bios to auto in terms of video output. Can't think of anything else. Suggestions?
