Totally depends on the games you play most. On some games the 7950x scores a bit higher while on others the 13700k does. The majority of games out there are not well optimized to use more than 8 or 10 cores anyhow but since both these CPUs have 16 cores, but the 7950x has support for 32 threads compared to the 13700k's 24, then on those games that can use about every thread you can throw at them that CPU will do a little better.

Otherwise these builds are nearly identical and if we're being honest I'd simply go with whichever one was cheaper because they are both going to have excellent gaming performance and neither of them is really significantly better than the other overall or on average. I think the kicker here might be that the Z790 boards likely have some features you won't find on the B650 because the Intel Z boards usually are a little more feature laden than the AMD B series boards but I haven't directly compared anything against the B650 chipset boards yet so you might want to just look at some comparisons of the Z790 vs B650 chipset to see if one has something you require that the other does not. Likely, that's not going to be the case, but you never know.

Otherwise, there is really no difference in these builds so it really doesn't matter which one you go with. Go with whatever costs less.
