PNY GTX 780 OC edition fans wont go above or below 1000 RPM

Hello,

I picked up a new video card today, model VCGGTX7803XPB-OC from pny. Decided to check the temps while playing some games and it got up to 90c, so I checked out some other things and noticed the fans are constantly between 950-1050 RPM no matter what. I tried msi after burner but all that did was set the fan speed % higher, without resulting in the fans spinning at higher RPMs. I even tried another power supply just to see if that was the issue and it was not.

Any ideas?

I have ASRock Fatal1ty Z87 Killer motherboard, Intel Core i5-4670K CPU, CORSAIR HX Series HX850 power supply if that helps.

BIOS is up to date, no overclocking being done(other than the out of the box OC from pny)
