Poor connection but good ping from repeater

I just moved in with my grandparents and they have great internet (82mbps) but to extend the range they got a terrible repeater. I have tested the ping on my desktop over cmd and have average 10ms response. However; when i do a speed test I get 1mb down 1 mb up. On top of that i can only get 2 bars on the connection meter and have a spotty connection at best. Is there a way to fix this heres what i have to work with right now

a desktop computer
a laptop


Also ( i get a consistent and strongish connection with my phone and tablet)

Repeaters are generally worthless.

How far is it from the router to your computer?

How old is the home, wondering about the quality of the wiring, as a pair of AV1200 powerline adapters would be much better than wireless for gaming due to the lower latency and better bandwidth. I see good pairs on sale around $50 periodically. The only other good option is to run an Ethernet cable from the router to you, although they may not want you drilling holes to get it there.
