Poor connection only for my PC but no other devices

My phone is getting 60 Mbps, but my PC it's down to lower as 4 Mbps. They both at the same distance away from my router.
This problem occur randomly, even no one using the connection.

Oh my bad, i forgot the details. I'm currently using a Dell Insprion 3847. It has an i5-4460 8GB of RAM and i installed 1050 ti. I notice that it has a wireless card dedicated it came with.

It has some weird white and black wires connected to it. It's just a small chip and it looks like it's easily removable.

that is a laptop wifi card

not common to see a desktop with one, well at least one from dell

if you can buy a pci or pci express card or at least a better intel 7260 card you will get better results
