Poor Download Speeds Through Google Chrome Browser

During troubleshooting I disabled all extensions, re-installed Google Chrome, began to download files from multiple sites and halted McAfee real-time scanning process (not simultaneously). I haven't a clue what is causing this problem.

the problem could be the source, just because you have fast download doesn't mean the source can upload it to you at that speed.
