Poor FPS in everything despite decent setup

I have a Medion Erazer P6661 with:

Intel Core i5-6200U
NVIDIA GeForce GTX 950M
8GB 1600MHz DDR3
128GB SSD
1TB HDD

I get around 30-40fps in a game like CS:GO, which is pretty bad. I have a same spec laptop but with an i7-4720HQ and that gets around 150-200fps, so what's going on?

-I've tried power management options in Windows
-I've made sure my NVIDIA control panel options are the same for both machines
-Games are installed to SSD (I know its bad but load times are very nice)
-Games settings are the same on both machines

Any help would be great thanks!
 
Yes I do understand, but I also have a Core 2 Duo E8400 paired with a GTX650 1GB which runs it better.

It was sold as a gaming laptop - it feels wrong to pair a CPU with a comparably strong GPU
