Hello, had this for around 6-7 months now, it's happening on all systems basically from phone to pc and console. This is happening on youtube videos and real gaming which is super weird for me since youtube videos are taken from someone else. But it's happening on all youtube videos when they are gaming, however when people are showing themselves there's some weird shimmering or what you call it. I'm thinking that this is some electrical issue or some sort since it all started out with being mouse delay only since 2019 to early 2023, then i started noticing this issue instead and kind of stopped thinking about the mouse delay. I hope some people can relate cause this seem to happen to very few. But everything can apparently happen even if it's a weird thing. About those 2 youtube videos where i'm not gaming, i want you to compare them to your screen if possible. Just for you to check that only me and not you have this problem. I do show the youtube titles in these videos

My specs are:
GPU: rx 6800xt nitro+
CPU: i5 13600k
Ram: 32gb
Motherboard: z790 aorus elite
SSD: samsung 870 evo.
Would love to get answers, but i don't want to hear, electricity can't be the issue, i've tried a different place and fixed the mouse delay, but those pop in issues are permanent.
