I am having a very annoying issue with port forwarding. I have turned on DMZ, Disabled firewall, tried setting inbound rules and so on. The issue that I'm having is that is I am using a new ISP. I do have a public IPv4 address. When I check if the port to see if its open. However the ports stay closed no matter what I do. The router I'm using is Residential Gateway Model:844E-1.

I suspect you don't have one. The one you share you can find with a site like whatsmyip. The one that is assigned to you would be in your router and that is where you found the 100.64.x.x. ip address. That means they assigned a private IP to you not a public one.
I am confused as to what the wireshark is showing.

You should see incoming SYN packets from the IP of the scanning site.

What is strange is you see your machine sending SYN packets to a 100.64.x.x IP. Maybe this is just garbage in the trace but those IP addresses are special ones used for carrier NAT. Those are not public IP addresses.
