[SOLVED] Ports closed even after port forwarding

Hello, I have a technicolor 7200.20 model router, and I want to open some ports so my connection can be public,
I followed the manual linked here

and even after following the guide, my ports are still closed, I opened up my firewall to the ports also, and it still doesn't work, any help with this issue? ( I have a static IP address)

Just in case, how do I check my Routers IP and my public IP, because I thought that
WAN
IPv4 Address:100.84..
and my public address that google displays is 188.252..
Yep with a 100.x.y.z you have a carrier NAT IP address -- https://en.wikipedia.org/wiki/Carrier-grade_NAT
Your ISP is sharing that 188.252.x.y address among multiple users.
You could contact your ISP and see if you can buy a public IP address. Otherwise you will not be port forwarding.

Have you verified that you have a public IP? Meaning that the IP shown for the WAN address in your router matches the IP address shown in the port checker screen?
Do you have your application running? Port checkers will report a false positive if the software application that is supposed to be listening on the port is not up.
Have you verified your server application by accessing it via the LAN ?

I checked the WAN IPs, they are different, but when I enter the one on the Router site it says closed if I enter the one that googles says that's my pubic lp, it says closed,
I have the application that starts the server running while I check the port, and it says Closed, I check if the server is truly up on LAN, the server is open on my LAN
 
What is also strange is that my router has a future where you can automatically enter some old ports, and even when I let me router automatically add my port, it still says that the port is closed, I contacted my ISP, they said that its open, but it says closed, I go to my laptop I try to check there, closed, I check on my phone, closed

If the WAN address is a 192.168.x.y or a 10.x.y.z or a 100.x.y.z then you have a PRIVATE (or carrier NAT) address and there is a router between you and the rest of the world that you don't have control of. That router is blocking your port forwarding.

Well F___, they didn't even state that in the contract I think, guess I will have to call them, is there any average price for how much it is for a public IP adress
