I just bought a new gpu, msi gtx1650 super, and when I plug it in the pc wont power up. It does power up without the card no problem. I initially thought it had to be the new card so I sent it back and the replacement just came in but I still have the same problem. Could it be 6 year old corsair CX 750 M is just failing me or would that cause the pc to not boot at all. I have used the psu picker tool and am told i shouldn't need more than 500 watts so I dont think its a problem of the psu just being to small.

Solution
You do need an aux 6 pin connector for the graphics card. I presume it was plugged in.

400w is sufficient so your psu certainly has the specs.
The only way to test for a bad psu it to test with a known good unit.
That said, your symptoms do not smack of a psu issue.

Modern graphics cards want to use a uefi bios.
If your bios is in legacy mode, that could be the issue.
