I have a possible fix that I would like to share because I'm sure many of you guys are fighting this issue with Fortnite.
I literally tried everything on my decent system to fix this, but nothing worked so far until...
I launched Fortnite and went into game.
It was stuttering a lot, fps was constantly dropping to 80-120 from 300-400.
It's probably a bug or an issue caused by the game itself.

I launched Fortnite and went into game.
It was stuttering a lot, fps was constantly dropping to 80-120 from 300-400.
- Opened up Task Manager and checked the CPU tab and set it to show all cores (usage)
- One core was running at 100 % usage for no reason
- The graph of the core usage showed me that the line was at the top (100 % constant) so the game was forcing it to "not breathe" at all
- It was pretty obvious that this caused the slowdowns
- I disabled the "problematic" core for Fortnite (exe) from CPU affinity settings
- The issue went away instantly
- After a little while I re-enabled the core for the game again
- Problem solved, it was balanced with other cores and not running at 100 % usage anymore
It's probably a bug or an issue caused by the game itself.
