Possible GPU upgrade? Will the rest of my system handel it?

So I am looking to upgrade from a gtx 1080 to a 3060ti. My motherboard is a MSI Z97 GD65 with 16gb Corsair vengeance RAM and a i7 4790K CPU, along with a corsair CV 650 PSU and 4 X 4GB RAM cards with a speed of 666.5 I believe. I would like if possible to only upgrade my GPU at this point as im starting to struggle a bit on newer games, mainly Cyberpunk 2077, however I am wondering if the rest of my system is going to hold it back?
 
the 1080 is probably the max your system can actually handle. the new i3's perform better than your 4790k, and your RAM is really slow. If you installed a 3060 it, it would most likely run better than your 1080, but you still wouldn't be able to get all of the performance of the 3060ti. I would upgrade your CPU to like a Ryzen 5 3600x or greater. Of course, this necessitates a new mobo and at least 2666 MHz DDR4 RAM. It would cost 350-400 bucks for a Ryzen 3600x, mobo, and RAM. I would personally recommend you to get a better system before you get a new GPU. The 1080, from what I understand, is a very powerful GPU, but Cyberpunk is basically like Crysis used to be. what resolution are you running at?

Thanks, im only running at 1080p. not realy much intrest in going any better than that, or really for the raytracing. I would love just to get a solid 75fps on HIGH/ULTRA perhaps...

If there is a different grapics card that could manage that im open to alternatives, im just too short on cash at the moment to warrent a large scale upgrade.

Not any that will give you a performance bump above the 1080 for less than 400. The 2070 Super is about where you would start to see an increase in performance, as the 1080 is a very good card. Also, your system is probably bottlenecking your 1080, and you might not be getting all of the performance that the 1080 has to offer.

So what would be the steps to take for an upgrade in your opinion to achieve this? As stated im short on cash at the moment but would like to know a reccomended upgrade path for the PC without being able to upgrade a lot of components at once. I guess this will mean re-buying windows somewhere along the lines as well as I have been told a CPU/mobo upgrade will require that?
 
Probably wont require a whole new purchase of windows; Just use the drive from your current PC, or if you get a new drive for PC #2, just use a program such as Acronis True Image to mirror the drive (OS included) in PC #1. This will allow you to have the data from PC #1 without installing a new OS, games, and other programs.

It's not recommended. New motherboard needs new windows installation. There are issues that can manifest when using a drive that already has windows and you made serious hardware upgrades like a motherboard. Most of the time you will see lower performance, conflict of drivers, programs not working, or working poorly.

If you are on a budget, get a Ryzen 5 3600x, and is about $180. It is a fantastic CPU, and is probably the best for the money. You probably don't want a fancy Mobo, so don't spend more than $60-$70 on one. And with RAM, get two 8Gb sticks of DDR4, which will cost $60-$70.

Again, thank you very much. Then onto the GPU last as im guessing i should still see a minor increase in FPS from my 1080 with the better hardware backing it up?
 
You definitely will see some noticeable performance gain. I was just concerned that the 3060ti would be held back so much that it would barely be better than the 1080. I hope that I helped!
