Possible Mobo issue.

After recent flooding in my area destroyed my old pc I went out and purchased all the new parts required to build my own. I've seem to stumbled across some issues while installing everything and trying to get it to work.

CPU: Intel Xeon E3-1231 V3 3.4GHz
Mobo: Gigabyte GA-H97-D3H ATX LGA1150
Memory: G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1600
GPU: Gigabyte Radeon R9 290X 4GB WINDFORCE
Power Supply: XFX TS 650W 80+ Gold Certified ATX
HDD: Western Digital Caviar Blue 1TB
SSD:Samsung 850 EVO-Series 250GB

I have everything plugged in as designated and even when the only things plugged in is the CPU (cooler aswell), 1x Ram stick, and the Mobo generally when i power it own it turns on, and off shortly after then back on and will either repeat the process or stay on but nothing will display on the screen (i've tested on 3 different monitors using multiple different cords.).
I've done a wide variety of things to try and figure out the issue, and i've even taken everything out and replaced to see if it made a difference and it hasn't. I've tried numerous things and never once have I been able to reach the Post screen.

Any help would be appreciated, so feel free to suggest anything.

Your cpu has no integrated graphics so th3ere no point plugging the monitor to the motherboard.
Try taking the build out of the case and breadboard it. Place the motherboard on top of your motherboard box and then try to run it after plugging everything in.

I've tried using the motherboard outputs, and the graphics cards both and neither has made any difference.
1. I've tested plugging a monitor into the motherboard without the graphics card connected at all.
2. Plugging the monitor into the motherboard when the graphics card is connected.
3. Plugging the monitor into the graphics card.
Trying all 3 has made no difference.

Alrighty, well i ended up resetting the battery on the motherboard, made sure all the wires were connected, and ended up connecting via the graphics card (i forgot this didn't have integrated gpu) and it booted to bios. Really appreciate the help, just been flustered with things and might've ended up being my issue all along.
