Question Possible monitor going bad

Hey everyone. I have a 27" Dell monitor model number s2719DGF. Few years old. I am starting to notice what at first looked like smudges on my screen. When I tried to wipe them off I see that they are actually not smudges "on" at all but appear to be burned "into" the screen. Just random places and shapes. Could this mean time for a new monitor?
if so what would you recommend for gaming around the same size around the $500 and below range? I am running a nvidia rtx 2060 Super

What types of games do you prefer. Shooter/Action gamers tend to go for higher hz panels.
