Possible throttle issues?

I am new to the building world and wanted to give it a shot.
I am noticing stutters and input lag while in games (i.e. Rainbow Six: Siege, DayZ, Skyrim).
Current Setup:

-850 EVGA Modular PSU
-GTX 1070
-I7 6700K (4.00GHz)
-32g Ram (2133MHz)
-MSi Z170A Gaming M7 (MS-7976)
-Windows 7 64bit
-Cooler Master Hyper 212 Evo Processor cooler

This is not over clocked and I do believe all of my drivers are up to date. Is there anything i may be forgetting on this? Any and all information is appreciated.
 
Solution
If you already have power settings set to "performance" in windows, then I would guess that you have a bad motherboard. This is a common problem with the Macbook pro where the motherboard temperature sensor goes bad and sends the processor into worst case scenario mode, seems like a similar issue to me considering that the cpu temp is fine.
